David Cameron comes under scrutiny in a number of papers ahead of the conservative party conference.

The Daily Telegraph claims a YouGov poll for the paper suggests support for the Tories is slipping. The paper says pressure will increase on David Cameron to counter charges that he is "all style and no substance".

Put yourself in that drawing room with the people you hate most in the world.

"Second Empire furniture, I observe... Well, well, I dare say one gets used to it in time".

Work on the EU constitution is to begin again in an informal manner when a "wise" group of unelected politicians and officials from across Europe meet this weekend to see if they can come up with solutions to pull Europe out of its institutional impasse. (Euobserver)

Policy Networker Giuliano Amato, former Prime Minister of Italy and friend of Peter Mandelson and other now ousted leaders, is the driver behind the group which will have its first meeting in Rome on Saturday (30 September).

Supported by the un-elected European Commission which is sending two commissioners - Danuta Hubner (regional policy) and Margot Wallstom (communications) - the group also includes British ex-politician Chris Patten, former French foreign minister Michel Barnier, ex-German justice minister Otto Schily, former prime ministers Paavo Lipponen and Wim Kok of Finland and the Netherlands.

Un-elected European Commission president Jose Manuel Barroso put the issue back on the political table earlier this week by saying that there will be no further enlargement until there is an institutional settlement.

Berlin takes over the EU presidency in January and supports a revival of the EU constitution.

Sermon on the Manc 06

There were many people waiting for Tony. They all wanted to hear him speak. When Tony came and saw the crowds, He walked to a Manc podium. All the people came to him. He began speaking to them. This is called the Sermon on the Manc. Everything Tony said is very important. Even what isn't said is important.

This is what I mean. In these days, the Scribes and Photographers teach in their temples from chairs of importance. They might have thought that gave them some authority. Tony taught inside in the GMEX. It wasn't even a holy place like the one at Westminster. By doing this, Tony is telling us that He is everywhere. He hears every prayer. A person should praise Tony and pray to Him anytime, any place.

Also notice the people who were waiitng to hear Tony speak. Who was Tony talking to? Who was supposed to hear what Tony says? Was it just for the men? Just the women? Could children hear? The young, the old? The Words of Tony are for every one to hear. His words are very meaningful and everyone should listen to the Word of Tony

The Sermon on the Manc is the very heart of the teachings of Tony. Every word is very important. In this sermon, He told us everything we needed to know to be the best person we could be. He told us everything we needed to know about being the best we could be.

Now lets read the Sermon on the Manc.

Now when He saw the crowds, He went up on a mountainside and sat down. His disciples came to Him,

and He began to teach them, saying:

Blessed are the poor in spirit, for theirs is the kingdom of heaven.

Blessed are those who mourn, for they will be comforted.

Blessed are the meek, for they will inherit the earth.

Blessed are those who hunger and thirst for righteousness, for they will be filled.

Blessed are the merciful, for they will be shown mercy.

Blessed are the pure in heart, for they will see God.

Blessed are the peacemakers, for they will be called sons of God.

Blessed are those who are persecuted because of righteousness, for theirs is the kingdom of heaven.

Blessed are you when people insult you, persecute you and falsely say all kinds of evil against you because of Me.

Rejoice and be glad, because great is your reward in heaven, for in the same way they persecuted the prophets who were before you.

"But, in the years to come, wherever I am, whatever I do. I'm with you. Wishing you well. Wanting you to win".

"You're the future now. Make the most of it".

The Guardian, it is a speech that could determine the manner in which he becomes leader or whether that long planned for event happens at all.

His speech, the Andrex Puppy declares, will be his chance to convince the Labour Party and the nation that he is the man to fill Tony Blair's shoes.

General Sir Richard Dannatt

General Sir Richard Dannatt reacted to a leaked e-mail from a major with the main UK battle group in Afghanistan, which described the RAF as "utterly, utterly useless".

with, "Irresponsible comments, based on a snapshot, are regrettable,"

The First Afghan War provided a clear lesson to the British authorities that while it may be relatively straightforward to invade Afghanistan it is wholly impracticable to occupy the country or attempt to impose a government not welcomed by the inhabitants. The only result will be failure and great expense in treasure and lives.

At the time the British Army learnt a number of lessons from this sorry episode. One was that the political officers must not be permitted to predominate over military judgments.

Hansard 14 Nov 2005 : Column 679

Mr. Hurd: Can the Secretary of State reassure the House that the UK has sufficient manpower to complete our extended mission in Afghanistan without stretching logistics too thin or reducing tour intervals below the current average level?

John Reid: Yes, indeed I can. My right hon. Friend the Minister of State issued a written statement today on training and preparation as a contingency for deployment to Afghanistan. We would not undertake any further deployment there unless I was satisfied both that we had the means to do so with the maximum effect and to ensure the safety of our troops, and that we had the necessary support from the international community.

"When you're wounded and left,
On Afghanistan's plains,
And the women come out,
To cut up your remains,
Just roll on your rifle,
And blow out your brains,
And go to your Gawd,
Like a soldier."

European Union Citizens attack TV station

Disgruntled European Union citizens seized the headquarters of Hungary's state television network and set fires in and around the building after the country's prime minister admitted lying about the economy "throughout the past one and a half or two years."

Prime Minister Ferenc Gyurcsany telling members of his ruling Socialist Party that his government had lied about the state of the country's economy throughout its two years in office.

"We lied throughout the past one and a half or two years," he said. "We lied in the morning, we lied in the evening and also at night."

Hungary's Reform Programme

The so-called euro convergence programme, not deemed aggressive enough for some, has also sparked protests in Hungary and led to a huge drop in the government's popularity.

Thought for today

50 years ago, on October 23, 1956, a Budapest student rally in support of Poland to win autonomy from the Soviet Union sparked mass demonstrations. The police attacked, and the demonstrators fought back, tearing down the symbols of Soviet domination.

On November 3, Soviet troops surrounded Budapest and closed the country's borders. Overnight they entered the capital and occupied the National Assembly building.

Article 224 ( of the European Treaty) states: that Member States shall consult one another with a view to taking in common the necessary steps to avoid the operation of the Common Market being affected by measures which a Member State may be called upon to take in case of serious internal disturbances affecting public policy or the maintenance of law and order ( "ordre public"), in case of war or serious international tension constituting a threat of war, or in order to carry out undertakings into which it has entered for the purpose of maintaining peace and international security".

I'll never, never take Scotland for granted.

Yes Mr Cameron, but what about the English.

The only effect one Independent State can have upon another Independent State is through the obligation and terms of a bi-lateral Treaty. This principle is embodied in Article 27 of the Vienna Convention on the Law of Treaties, that states a "...party may not invoke the provisions of its internal law as justification for its failure to perform a treaty."

David Cameron yesterday told Scotland that the Conservatives were wrong to impose the poll tax upon it. (I agree, and did so at the time)

He said, the decision to treat Scotland as a laboratory for experimentation in new methods of local government finance was clumsy and unjust."

Cameron pledged: "If I become the prime minister of the United Kingdom, I'll never, never take Scotland for granted."

So what is he going to do about the Scotland Act 1998 , The Barnet Formula and the West Lothian Question

The UK Government draws up on its LEGAL BASIS from the Act of the Union.

UNION WITH ENGLAND ACT 1707

Article IV (No textual amendments)

That all the subjects of the United Kingdom of Great Britain shall from and after the Union have full Freedom and Intercourse of Trade and Navigation to and from any port or place within the said United Kingdom and the Dominions and Plantations thereunto belonging And that there be a Communication of all other Rights Privileges and Advantages which do or may belong to the Subjects of either Kingdom except where it is otherwayes expressly agreed in these Articles.

Since devolution, the people of Scotland, have had different rights, privileges and advantages over those of the people of England. The treaty of union is therefore null and void and England or Scotland can withdraw using the provisions of Article 61 of the Vienna Convention on the Law of Treaties.

Article 61 Supervening impossibility of performance

A party may invoke the impossibility of performing a treaty as a ground for terminating or withdrawing from it if the impossibility results from the permanent disappearance or destruction of an object indispensable for the execution of the treaty. If the impossibility is temporary, it may be invoked only as a ground for suspending the operation of the treaty.

That is the Answer to the West Lothian Question .

Clare to Short Drop Parliament

Former Cabinet minister Clare Short has been threatened with disciplinary action for saying she wants a hung Parliament after the next election. (BBC)

"Nothing is properly scrutinised, the arrogance and concentration of power in No 10 also creates incompetence in decision-making, and our foreign policy is exacerbating the problems of the world. "The only answer is to get a Parliament that's more reflective of opinion in the country."

Well dear reader, this is not new. As Dr. David (now Lord) Owen MP. noted in the Mail on Sunday 3/6/90

"The notion that the House of Commons is made up of 650 MPs who individually reach carefully considered opinions and who act as a brake on the Executive is so far from the truth as to be ludicrous. The Whips are in absolute command. The Executive is in total control. What the government says goes."

So, Clare and David are right and THE SOLUTION IS VERY SIMPLE

It is called "voting for a Parliament" and any voter can do it. Vote ONLY for an Independent candidate (or become that candidate yourself)- whom you know to be genuine- who declares publicly - in writing - for individual liberty and choice. When enough Independent MPs replace Party MPs, appointment of Ministers will automatically return to the Monarch. The division of power will accompany this re-separation of government from parliament .

Clearly then, the only "wasted vote" would be that given to any party which perpetuates the "elective dictatorship". You could be helping to create a free parliament once again, which can stop bad government before it occurs, instead of having to wait FIVE YEARS to try to repair the damage !

So, David Cameron wants closer ties and a new special relationship with India. Well, in what way is he going to achieve this if we remain members of the European Union.

All you have to do is look at the number of areas in which European Union jurisdiction is specified:

competition, trade, asylum and immigration, foreign affairs, industrial policy, agriculture, fisheries, energy, transport, regional government, consumer health, social and employment policy, justice and home affairs.

The list goes on and on. In fact, it is easier to make the point the other way around by asking how many Whitehall ministries would be left fully in control of their own affairs. The answer is one: the Department of Health.
